In the backdrop of National Initiative to become 5 Trillion Economy and AtmaNirbhar Bharat, Centre for MSME, IICA organised Virtual (Online) Capacity Building Programme on “Procurement (Policy & Procedures based on GFR, GeM & E-Procurement) and Contract Management for Good Governance: Challenges in Implementation” held during 8-20 November, 2021.
The series of webinars from 8th November, 2021 to 20th November, 2021 (Each ½ day webinar) was designed to provide insights on major issues like intricacies in Public Procurement, Enhancing efficiency of Public and Private sector through effective supply chain management, evolving trends in public procurement, e-procurement, Government guidelines & policies, regulatory issues and its practical aspects as well.
Besides, in view of the various amendments brought out in Public Procurement Order (PPO) of Government of India to promote domestic manufacturing and value addition in the country, the webinar series online capacity building programme addressed the issues concerning various Departments, sectors with regard to the implementation of the Order. In this regard, a dedicated session was focused on – “Make in India & Public Procurement”
The programme organized by IICA, witnessed engaged participation from Professionals (Deputy Secretary, Director, Chief Manager, General Manager, Asst. General Manager, Sr. Manager, Deputy Manager, Asst. Manager, Manager, Sr. Officer and Executives) involved in public procurement from major Public Sector Undertakings (PSUs) / Govt. bodies under various Ministries of Govt. of India.
A total of twenty (20) sessions covered the pertinent areas under Introduction to Government e Marketplace (GeM), GeM Procurement Process, Existing Public Procurement Guidelines, Present Regulatory Framework for Public Procurement, Drafting of Commercial Contracts, Procurement Process, Bid documentation and Bid invitation (NIT), Make in India & Public Procurement, Contract Administration & Management, Navigating Contracts at such times (new-found risks, created by COVID-19), Cyber Contracts, Contract Management & issues of Restoring & Regenerating Sourcing & Supply Chain, Contract termination/renewal decision, EPC (Engineering, Procurement and Construction) Contract, E-auction & Disposal, Effective Strategic Procurement Sourcing & Process Management, DPE Guidelines for Procurement, Indian Contract and Dispute Resolution Mechanism and Resolution of Disputes- Arbitration proceedings, Risk Management in Public Procurement for Good Governance.
In this programme in-house as well as outsource Subject Matter Experts were engaged as Resource Persons. The Resource Persons for the programme was.

The capacity building programme started with opening remarks by Mr. Rajesh Batra, Head-Centre for MSME / IP&CC, IICA and Lead Programme faculty on 8 November, 2021. The Programme was directed by Mr. Rajesh Batra, Head, Centre for MSME & IP&CC.
The programme was concluded on 20 November, 2021 with closing session & remarks presided by Mr. Rajesh Batra, Head-Centre for MSME / IP&CC, IICA.
