About FOIR Centre

The economy markets of the country are run through market players, which are operating in a competitive environment with an aim to outperform and secure their place among the consumers. The behaviour of the market is uncertain and holds certain risks such as abuse of dominance&market failure; this is where the need for the regulators arise. The regulatory bodies are setup with an aim to regulate the economy markets and protect the interests of the consumers.

A regulatory body performs functions such as setting standards, formalising rules and regulations, maintaining competition, setting price controls etc. in various sectors of the economy. Each sector is regulated by a designated regulator such as the money markets are controlled by Reserve bank of India(RBI), which is also the first regulator established in India and the telecom markets are monitored by Telecom Regulatory Authority of India. (TRAI)

In order to provide a common platform to all the regulators across India, a society under the name of Forum of Indian Regulators, was registered under the Societies Registration Act, with the Registrar of Societies in the National Capital Territory of Delhi on February 4, 2000. There are 36 members of FOIR which includes regulatory bodies such as the Telecom Regulatory Authority of India (TRAI), Airports Economic Regulatory Authority of India (AERA), Competition Commission of India (CCI), Insolvency & Bankruptcy Board of India (IBBI), Petroleum & Natural Gas Regulatory Board (PNGRB), Tariff Authority for Major Ports (TAMP), Warehousing Development & Regulatory Authority (WDRA), Central Electricity Regulatory Commission (CERC) and 29 State Electricity Regulatory Commissions.

It is a platform for the regulatory bodies to discuss the emerging issues in regulatory procedures & practices, to evolve common strategies to meet the challenges before regulators in India and to share information and experiences. The Forum of Indian Regulators aims at promoting transparency in the workings of the regulatory bodies and develop human & Institutional capacities in regulatory bodies, utilities & other stake holders.

Indian Institute of Corporate Affairs (IICA) has entered into an agreement with Forum of Indian Regulators (FOIR) under which FOIR Centre has been established at IICA. FOIR Centre (IICA) performs functions of research,organizing webinars, seminars, workshops, training programmes, delivering Newsletters etc. for FOIR. It also performs other administrative functions for FOIR including preparation of annual reports, minutes of meetings, carrying out statutory compliances etc. FOIR Centre at IICA has been conducting various capacity building programs for academic upgradation &skill development for the members of FOIR. It is also engaged in the development of research projects and strategic planning for the Forum of Indian Regulators.
